I agree with that.  Dial up is so slow it rivals watching paint dry. 

For what it is worth I have had no problems with logging on, posting, or anything from a laptop.

My text lagging issues are usually solved with running CCleaner, Glary Utilities, and rebooting my computer.  Rebooting is the only quick way to stop background pgms from hogging resources.
Also, if you're running Win 8,8.1, or 10, go into background Apps and turn off everything running in the background you don't need.
