I have been pondering this for awhile and all I can think of is dirty comments.

Oh, you watched one going up and down didn't you?

Mike if the paper tubes are coming off you may have a problem with the rubber tube or you bought some sleeves that are not the correct size by just a little bit.  Clean the tubes of all debris and see how tight the fit is when you slide the sanding tube on.

What brand is yours?

I take offense at your accusation of my autoeroticism?. especially with sandpaper.

You should have a washer and screw at the top of each spindle.  By tightening the screw, the washer compresses the rubber on the spindle which in turn holds the sanding tube in place.
