That is interesting that where you are, one state from me, you don't count brow tines but here they do. My neighbor shot a 7x7 whitetail last year and it was a 6x6 with 6 inch brow tines. He, and everybody else around here, counts them all. 
That is interesting. At least here in NW Montana, only tines on the main beam are counted. Also, we get a lot of asymmetrical racks, so it's common to talk about a 2 x 3, 4 x 5, etc. Eastern Count, the 4x5 would be an 11 point, including the brow tines.
When I first started hunting deer as a kid, the method still in use by Ol' P was always the popular way of describing antler size here in my part of Nebraska, but it has evolved into the method described by Stan. I began noticing the changeover when archery became more popular as a hunting method. I find myself using both methods......depend ing on whether they are older hunters that are around my age or of the younger set who are mostly bow hunters.
Never noticed a distinction between bow and gun hunters. But you are right about things changing. Back when I was living in Union, Nebraska in the early '70s, everyone was using Western Count. But I mainly hunted with fellow service members from all over the country, so it really got confusing.
